Post Ash Tree - Bud Break - 2014

I have observed this year that ash trees have been very slow to break bud and flush out.

By 28th April 2014 only the young sapling ash trees in our tree nursery has broken bud with leaves flushing out..

Yesterday (07 May 2014) I observed that wood pigeons were pecking at the branch tips on the large ash tree in our garden and with the aid of binoculars noted that this tree is now at long last breaking its buds but has only flushed out leaves on two branch tips. The oak, hazel and beech trees in the woodland are now in full leaf and so I wonder what has caused the ash trees to delay breaking into leaf this spring ?

Winter 2013 / 14 has been a very wet with little or no heavy frost and so I wonder if this lack of frost has failed to trigger a growth hormone release within the tree ?
